You don't need to be a minor celebrity to make a splash online, but you do need to get the ball rolling with some initial reach. Posting online is all about momentum. Consider who your audience is, and when and how they interact with socials. 

Generally people are most active online between 7PM-9PM on weekdays, but this might not always apply to you, so consider when your crowd is active. If you are a university student, then friends might be online during the day, and out at night. If the people you want to see the campaign have children, it's maybe best to post when the little ones are all tucked up in bed!
